Nigel Heaps was appointed as a member to the Most Excellent Order of the British Empire in the Queen’s 2016 Birthday Honours List for his services to British Nuclear Test Veterans. Continuing his work in the Nuclear Community he has championed the development of OBSIVEN as an international movement to bring all Nuclear Survivor Communities together.

Nigel’s continued service to our communities has now been recognised by the ‘Ligue Universelle du Bien Public’ (Universal League of Public Welfare).

On the 1st of December 2017, Nigel travelled to Paris with his partner Rebecca where they had been invited to a very special event at the Etat-Major de la Garde Républicaine  (Headquarters of the Republican Guard). Meeting with Jean-Luc Sans, President of the French Veterans association AVEN and Jean-Claude Kouyoumdjian, both members of the League they were escorted to the investiture ceremony.

The League recognises those who work internationally for the good and justice of all people. Nigel had been invited by the League to be awarded the title of ‘Commander of the League with Crown & Palm’ for his work promoting the cause of the international nuclear community.

It is a great privilege to be recognised by such a long-standing organisation, listening to the stories of the other recipients was a real inspiration, there are some fantastic people out there working selflessly for the good of others and it is an absolute honour and inspiration to be amongst their company.

When you look through the roll of people honoured and invested into the League it is quite humbling, from crown princes and princesses through leaders of large business empires, Government Ministers, Members of both the Armed Forces and the Emergency Services, Entertainers, Actors and Personalities.

The League of Public Welfare

Ligue Universelle du Bien Publicwas founded in 1464 by Charles the Bold in the form of a confederation with the aim of making King Louis XIth change his attitude to his subjects, as he was belligerent to their needs.

The foundation of the League gave rise to intrigue amongst courtiers as they all wanted to be acknowledged as founders. However, the Lady of Montsoreau achieved the consolidation of the League with the help of the Duke of Berry, the King’s brother.

The King eventually took ownership of the League after he murdered the Duke. Over the centuries the League experienced many ups and downs but always rebuilt itself in order to put an end to abuses and injustice that successive monarchies and governments created.   

In 1932 it became the Republican League of Public Welfare. It was renamed the Universal League for Public Welfare under the aegis of Paul ORSINI in 1947. Learning from past experience he modernised the Leagues constitution and rekindled the ideal of Good and Justice that had inspired their forefathers.

In 1962 the League was later officially named by decree ‘The International League of Public Welfare’ so that it could open up to the rest of the world.  In 1968 this was changed to ‘The Ligue Universelle du Bien Public’ (Universal League of Public Welfare) and the organisation could then get support and sponsorship from well-known companies and groups that were willing to cooperate with us to support all great human, intellectual and scientific undertakings.

The Universal League of Public Welfare has been affiliated to the United Nations as a non-governmental organization since 1949. It is also acknowledged by UNESCO and has a status of general interest.

The League is committed to arousing a sense of Public Welfare in all classes of society, it seeks to gather all men and women of goodwill from all countries. The League is also committed to looking with confidence and persistence for visible and hidden merits, knowing that they only praise people publicly for them to become examples. In doing so encourage all to serve and support Public Welfare for France and for the World.
